Bill Flick is a thought leader in the area of forensic tax recovery.  Together with partner, Jim Malone, their vision and entrepreneurial insight led to the creation of FM Cost Containment nearly 20 years ago. FM Cost Containment is a national leader specializing in sales/use tax, real estate and personal property tax and supply chain cost recovery and performance analytics.

Prior to founding FM Cost Containment, Bill was in executive leadership at Chartwell Advisory Group, Ltd.  He has also served as a Director in Arthur Andersen’s Philadelphia office and a Manager for Hyperion Solutions in Philadelphia.  

Bill is a member of IPT (Institute for Professionals in Taxation) and the Healthcare Financial Management Association.

Bill is also an advocate for tax accuracy and a popular speaker on the subject.  He has been invited to speak at the AHIA Association of Healthcare Internal Auditors, PASBO (Pennsylvania Association of School Business Officials), and many other organizations and conferences.   

Bill is a graduate of Columbia University, with a degree in economics, plus he has a master’s degree in education from Temple University.

Bill resides in Rosemont, PA with his wife, their four children and their 105  lb. yellow lab, Pete.

Jim Malone is a pioneer and innovator in the area of forensic tax recovery.  Together with partner, Bill Flick, their vision and entrepreneurial insight led to the creation of FM Cost Containment nearly 20 years ago. FM Cost Containment is a national leader specializing in sales/use tax, real estate and personal property tax and supply chain cost recovery and performance analytics.

Prior to founding FM Cost Containment, Jim was Director of Sales Tax for Chartwell Advisory Group for nearly 17 years.  Jim has personally identified and recovered over $300 million in refund claims throughout his career and has also led teams on more than 150 audit defense engagements including such diverse and notable clients as Harrah’s Entertainment, Oerlikon Leybold, Orleans Builders, Advanta Corporation, Comcast Spectacor, Kroger, GMAC Commercial Mortgage (Capmark), Community Health Systems, Keystone Foods, The Philadelphia Phillies, The Rose Corporation, and Charming Shoppes.

Jim has played a pivotal role in several judicial level sales/use tax cases including a $15 million PA Supreme Court decision regarding the exemption of airport runways, a $2 million Alabama administrative law judge decision exempting CO2 used in poultry processing, a PA Commonwealth Court settlement that awarded $1 million in refunds to MRI owners, and a $250 million Nevada Supreme Court decision regarding the exemption of complimentary and employee meals.

Jim is a graduate of Holy Family College. He also has a master’s degree in taxation from Philadelphia University.  Jim is a member of IPT (Institute for Professionals in Taxation).

Austin Brady is FM Cost Containment’s Tax Manager.  Prior to his employment at FMCC, Austin spent several years as a sales/use tax auditor for the Pennsylvania Department of Revenue and was also an auditor for the Arlington County Commissioner’s office. 

Austin earned a bachelor’s degree in accounting from Elizabethtown College. 

Austin lives in Coatesville, PA with his wife, son and their dog Rigs.

Bruce Johnson is Managing Director of Cost Segregation for FM Cost Containment.

Bruce is also a Partner in Capstan Tax Strategies, where he works closely with commercial real estate owners, investors, and accounting firms to provide practical, creative and client-specific solutions.  Bruce is well-versed in engineering tax strategies, guiding clients through the long-established benefits of cost segregation while introducing newer opportunities now possible under current legislation, including the recent Inflation Reduction Act of 2022.  In the last decade alone, Bruce has overseen the delivery of thousands of cost segregation studies and personally completed hundreds of assessments spanning a wide variety of property types.

As well, Bruce has a particular interest in energy-efficient building incentives and sustainability, and he has earned the Association of Energy Engineers’ CEM credential, which testifies to both his proficiency and integrity. 

Bruce is also an advocate for cost segregation and a popular speaker on the subject.  He has been invited to speak at Temple University and

Baruch College.  He is a frequent speaker for professional organizations including AICPA and CCIM.  His popular webinars can also be found on respected industry platforms such as CPA Academy, Surgent Professional Education, and Strafford Publications.  Bruce has also been a featured presenter at the Association of Energy Engineers’ annual Globalcon events.

Bruce is a senior member of the American Society of Cost Segregation Professionals (ASCSP) and an active member of the Counselors of Real Estate. He is also a member of the Association of Energy Engineers (AEE), and the International Council of Shopping Centers (ICSC).  Bruce has also served as a Board Memberfor the Philadelphia Chapter of NAIOP (National Association of Industrial and Office Parks), as Head of its Governance Committee, and as a member of the national NAIOP Tax and Finance Subcommittee.

Especially meaningful to Bruce is his membership in the Alzheimer’s Association’s Accounting Industry Leadership Council, where he works with other tax professionals to raise awareness and funds for support, research, and education. 

Bruce holds an MBA from the University of New Haven and a Bachelor of Science degree from the Massachusetts Maritime Academy.

Francis Hoegen, Esq. is the Managing Director of Real Estate Tax for FM Cost Containment.

In his legal career of over thirty years, he has represented National, Regional and Local business entities in cases involving Real Estate Tax Assessment Appeals or obtaining other forms of real estate tax relief (LERTA-PILOT).  In addition, Frank has assisted clients with the purchase, zoning, developing, financing, leasing, and other real estate needs during that same period of time.  He is also experienced in advising and guiding  developers with the acquisition and repositioning of former commercial buildings into mixed use residential and commercial facilities and their tax implications.

Hoegen is a graduate of St. Michael’s College and Capital University Law School.  He is a member of the Pennsylvania Bar since 1989.

Bob D’Antonio is the Managing Director of Tax Oversight for FM Cost Containment.

Bob has over 30 years of experience in health care organizations having served as Director of Finance, Controller, and CFO for leading regional hospital organizations.  During his hospital career, Bob is recognized for innovating numerous initiatives that recovered millions of dollars in vendor overpayment refunds, as well as Federal, State government & managed care payer underpayment recoveries.

Notable in his career, Bob has helped over 35 Illinois hospitals recover over $10 million in Blue Cross underpayments, as well as identifying and saving organizations several million dollars in future payment optimization through intensive contract, transaction and billing analysis and re-design.  In addition, for one hospital system, Bob helped recover over $2.1 million in tax refunds from vendors and the State of Illinois Department of Revenue.  

Bob is a graduate of Loyola University obtaining a Bachelor of Science in Business Administration with a public accounting major.

Leslie Weber is FM Cost Containment’s Chief Marketing and Communications Officer.  Leslie has over 25 years of experience in marketing, account management and business development in various industries including management consulting, health care, pharmaceuticals, and insurance.

Leslie earned a bachelor’s degree in business administration from Temple University.

Outside of the office Leslie enjoys volunteering with various nonprofit groups, cooking, playing paddle tennis, pickleball and golf.

Leslie lives in Rosemont, PA with her husband, their 4 children and their 105  lb. yellow lab, Pete. 

Jill Malone

Jill Malone is the Director of Administration for FM Cost Containment.

She heads management and oversight of operations for FM Cost Containment, engaging collaboration among our teams.  In this role, she is engaged in filing refund claims, communicating with states and local governments during discovery and negotiation and attending to details through completion of claim.

Jill believes that her background in nursing gives her the demeanor to provide great attention to detail and time management. 

Jill is certified as a Pennsylvania Notary.

She lives in Chester County with her husband, three sons and their chocolate lab Odin.
